BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 M. 0. MEDFORD TELEPHONE MANAGER OF NUCLEAR ENGINEERING (818) 302-1749 AND LICENSING April 28, 1987 U. S. Nuclear Regulatory Commission Attention:

Document Control Desk Washington, D.C. 20555 Gentlemen:

Subject:

Docket No. 50-206 Amendment Application No. 127 to POL No. DPR-13 San Onofre Nuclear Generating Station Unit 1 While reviewing proposed Amendment Application No. 127, dated December 19, 1985, to the San Onofre Unit 1 Provisional Operating License, the NRC staff recently indicated that they need additional information regarding the configuration of the San Diego Gas and Electric Co. (SDG&E) offsite power system at San Onofre. Specifically, this information request has to do with the identity, load capacity and physical independence of the more recently added fourth high voltage line on the SDG&E system. A reference to-this line is found in the Basis section of Amendment Application No. 127.

The requested information is provided below.

Referring to the enclosed one line diagram of the San Onofre Units 1, 2 and 3 switchyards (Figure 8.2-1), Mission TL 23006 is the fourth tie line that was added to the SDG&E offsite power circuits at San Onofre.

This line became operational in September 1983. It has a load capacity of 442 MVA/1109 Amps, which is the same as for the other three SDG&E high voltage lines shown in Figure 8.2-1.

Additionally, the SCE and SDG&E offsite power systems are carried on separate rights of way and the respective switchyards are interconnected by a double breaker arrangement and disconnecting switches located between the two switchyards. Therefore, the physical independence of the two offsite power systems or of the two switchyards from each other is not affected by the Mission TL 23006 tie line.
