IST PROGRAM RELIEF REQUEST PRR-10 SAN ONOFRE NUCLEAR GENERATING STATION UNIT 1 (TAC NO. 77913)

By letter dated October 29, 1990, Southern California Edison Company submitted relief request PRR-10 to respond to NRR concerns about testing the safety injection (SI) pumps at San Onofre Unit 1. The staff has completed the enclosed Safety Evaluation for this relief request.

The staff has determined that compliance with ASME Code requirements is impractical, considering the licensee's proposed testing and considering the burden on the licensee if the Code requirements are imposed. Therefore, interim relief should be granted from the Code requirement as requested per 10 CFR 50.55a(g)(6)(i) to allow the licensee time to initiate changes that will permit at least substantial-flow testing on a refueling outage frequency.
