BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION Application of SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY DOCKET NO. 50-206 for a Class 104(b) License to Acquire, Possess, and Use a Utilization Facility as AdministrativeSupplementto Part of Unit No. 1 of the San Onofre Nuclear Amendment No. 183 Generating Station SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit an administrative supplement to Amendment Application No. 183.
This administrative supplement combines the changes to the Technical Specifications, as contained in Amendment Application No. 183 (Proposed Change NO. 220), dated June 5, 1990, with the changes contained in Amendment Application No.
180 (Proposed Change No.
217),
dated April 19, 1990.
To accomplish this objective, the proposed Technical Specifications, as contained in the two amendment applications, have been revised to resolve their editorial differences and to ensure a uniform text.
In the event of conflict with previously submitted information, the information in this administrative supplement supersedes the previously submitted information.
The significant hazards analysis originally provided with Amendment Application No. 183 remains applicable to this administrative supplement.
No new hazards analysis is being submitted with this supplement.

DESCRIPTION AND SIGNIFICANT HAZARDS CONSIDERATION ANALYSIS OF ADMINISTRATIVE SUPPLEMENT TO PROPOSED CHANGE NO. 220 TO OPERATING LICENSE NO. DPR-13 AND TECHNICAL SPECIFICATIONS This is an administrative supplement to Proposed Change No.
- 220, which was submitted for NRC approval on June 5, 1990.
It is related to Proposed Change No. 220 as follows:
The new description supplements the information provided in the previous description.
No new significant hazards consideration analysis is being provided.
The previous analysis is still valid.
The new proposed license conditions and technical specifications supersede the previously proposed license conditions and technical specifications.
EXISTING LICENSE CONDITIONS AND TECHNICAL SPECIFICATIONS These are in Attachment 1 and reflect the NRC's recent approval of Proposed Change No. 217.
PROPOSED LICENSE CONDITIONS AND TECHNICAL SPECIFICATIONS These are in Attachment 2. Changes from the existing license conditions and Technical Specifications (Attachment 1) are identified by vertical bars in the right margin.
DESCRIPTION OF CHANGES The purpose of this administrative supplement is to reconcile the changes proposed in two recent amendment applications, one of which has been approved and issued by the NRC and the other remains to be issued. This supplement also provides corrections to the existing Table 4.1.2 and the as-proposed Section 4.4 of the Technical Specifications (TS's).
Reconciliation of Changes in Amendment Applications On April 19, 1990, we submitted Proposed Change No. 217 on redesign of the 480V emergency power system. This proposed change significantly revised the format of TS 3.7 and also revised TS's 3.14, 4.1 and 4.4. This proposed change became effective on August 14, 1990.
On June 5, 1990, we submitted Proposed Change No.
220, which deletes all of License Condition 3.L, titled "Diesel Generators," and transfers its requirements to TS's 3.7 and 4.4.
This proposed change is expected to be approved by the NRC by October 1, 1990.
Proposed Change No.
220 did not incorporate any of the changes proposed in Proposed Change No. 217 for TS's 3.7 and 4.4. This action was deliberate and consistent with our practice regarding multiple submittals on the same TS sections.
Our June 5, 1990, transmittal letter indicated that we would submit updated replacement pages reflecting both proposed changes after one of them was approved by the NRC. Since Proposed Change No. 217 has been
- approved, this administrative supplement provides the updated replacement pages for Proposed Change No. 220.
Correction to Table 4.1.2 Table 4.1.2 of the TS contains requirements on minimum equipment checks and sampling frequencies.
As the result of Proposed Change No. 217, the text in Item 10 of this table, which provided for a monthly surveillance under certain reactor conditions, was deleted and the words "not used" were inserted instead.
However, Items 11, 12 and 13 remain in the table and these continue to refer back to the surveillance frequency of Item 10, which no longer exists.
The correction consists of incorporating the original frequency requirement of Item 10 in each of Items 11, 12 and 13.
Correction to As-Proposed TS 4.4 The existing TS 4.4 contains Sections A through G. Section G is the result of the NRC's approval of Proposed Change No. 217.
When we submitted Proposed Change No.
220, Section G did not exist and we relocated most of the requirements of License Condition 3.L to Section C. We redesignated Sections C through F, as they existed until then, as Sections D through G. While making these changes we did not realize that the redesignation would make it necessary to revise all those plant procedures that refer to specific sections of TS 4.4.
These procedure revisions can be avoided by changing proposed Section C (as found in Proposed Change No. 220) into a new Section H at the end of TS 4.4 and leaving Sections A through G in their present form.
This administrative supplement accomplishes the above change by creating a new Section H.
SIGNIFICANT HAZARDS CONSIDERATION ANALYSIS As this is a purely administrative change, no new hazards analysis is required.
The hazards analysis provided with Proposed Change No. 220 is still valid.
