By letter dated June 1, 1989, Southern California Edison (SCE)

Company responded to Item 1.b of NRC Bulletin No. 88-11, "Pressurizer Surge Line Thermal Stratifi cation."

The letter provided your justification for continued operation (JCO) while a plant specific analysis is being completed for San Onofre Unit 1 to fully address this issue.

Your JCO is based on a bounding analysis that was performed by the Westinghouse Owners Group (WOG) and documented in WCAP-12277/12278 dated June 15, 1988, which concluded that the integrity of the pressurizer surge line (PSL) for Westinghouse facilities is adequate for at least ten additional heatup-cooldown cycles.

In your letter, you indicated that the WOG analysis is applicable to the San Onofre Unit 1 PSL.

Additionally, you indicated in your JCO that you will provide your response to Item 1(d) of NRC Bulletin 88-11 by January 1991.

The staff has completed its review of the WOG bounding analysis and concludes that there are no short-term safety concerns associated with the thermal strati fication effects on the PSL pending your January 1991 submittal.

Although our evaluation suggests that licensees submit JCOs that make reference to our evaluation, we recognize that you have already submitted your JCO for our review and a revision to your June 1 submittal is not necessary simply for the purpose of referencing our evaluation.

For your information, a copy of the evaluation which was sent to the WOG is enclosed.
