Docket No. 50-206 Amendment Application No. 185 San Onofre Nuclear Generating Station Unit 1 Enclosed is Amendment Application No. 185 which requests a revision to the Auxiliary Feedwater System (AFWS) minimum flow requirements. This amendment consists of Proposed Change No. 227 to Appendix A, Technical Specifications, of Provisional Operating license DPR-13. To support the outage schedule, your review and approval of the subject amendment application is requested by October 15, 1990, which is approximately three weeks prior to our current schedule for MODE 4 entry.

During the Cycle 11 refueling outage the AFWS flow venturis will be replaced with venturis that limit the maximum flow to each steam generator to less than 150 gpm. This will minimize the probability of a water hammer and the subsequent damage to the steam generators and feedwater piping. As a result of the venturi replacement, the minimum flow requirements for the AFWS will be reduced. Westinghouse analyses have been performed for those events requiring auxiliary feedwater to demonstrate the minimum flows are acceptable.

Once the modification of the venturis has been completed, verification of the AFWS flows will be demonstrated by testing. The motor driven pumps will be tested in MODE 5, however, it will be necessary to test the steam driven pump in MODE 1. Consequently Proposed Change No. 227 also includes a request for a one time exemption from the requirements of Specification 4.0.4 to allow testing of the steam driven pump in MODE 1.
