Dear Mr. Ray:

SUBJECT:

RESPONSE TO NRC BULLETIN 89-02 SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 74307)

By letter dated January 31, 1990, you provided your response to NRC Bulletin 89-02, "Stress Corrosion Cracking of Hiqh-Hardness Type 410 Stainless Steel Internal Preloaded Bolting in Anchor-Darling Model S350W Swing Check Valves or Valves of Similar Design." In your response, you stated that only safety related check valves in the In-Service Testing (IST) program were evaluated relative to the concern expressed by the generic letter.

Although your logic for excluding other safety related check valves may have some merit, the bulletin requested that you review all safety related check valves. Since we have not specifically reviewed your methodology for excluding certain safety related check valves from the IST program, we request that you complete the actions required by the bulletin for all safety related check valves. You are requested to provide your response in accordance with the requirements set forth by the bulletin, except that the letter of confir mation discussed in Item 1 of the Reporting Requirements should be submitted within 90 days of your receipt of this letter.

The reporting and/or recordkeepinq requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Pub. L.96-511.

Please contact us if you should have any questions regarding this request.

Sincerely, original signed by James E. Tatum James E. Tatum, Project Manager Project Directorate V Division of Reactor Projects -
