PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-89-03 Date March 17, 1989 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

FITNESS FOR DUTY - NRC LICENSED OPERATOR TESTED POSITIVE FOR CONTROLLED SUBSTANCE On March 17, 1989, the results of a routine random drug test for a licensed reactor operator was confirmed to be positive. The individual, a Control Operator assigned to Units 2 and 3, had recently been awarded his Senior Reactor Operator (SRO) license from the NRC although he had not yet been assigned SRO duties.
The individual's access authorization to the plant has been suspended. While this represents the first indication of drug use for this individual, unless an interview identifies the innocent use of prescription drugs which could have caused the positive result, the individual will be placed on investigatory suspension pending the results of a split sample. Assuming this split sample, part of the licensee's automatic appeal process, is also positive, the individual will then be placed on two weeks of disciplinary suspension, and enrolled in a drug rehabilitation program. Reinstatement of the individual's authorization for unescorted access to the plant protected area will depend upon the successful completion of the druc rehabilitation program.
The licensee will follow-up with a 30-day report as required by 10 CFR 73.71.
The licensee does not plan to issue a press release at this time.
Unit 1 is currently shut down for refueling. Units 2 and 3 are both operating at 100%
power.
Region V received notification via the ENS system from the licensee at approximately 3:05 PM (PST) on March 17. 1989 following the licensee's determination that the incident was reportable under the provisions of 10 CFR 50.72. This Preliminary Notification is issued for information only and is current as of 4:00 PM (PST), March 17, 1989.
