Response to NRC Bulletin 88-04 Docket Nos. 50-206, 50-361 and 50-362 San Onofre Nuclear Generating Station Units 1, 2 and 3 Action Item 3 of USNRC Bulletin 88-04 requested licensees to evaluate the adequacy of minimum flow bypass lines for safety-related centrifugal pumps with respect to damage resulting from operation and testing in the minimum flow mode. It was requested that the results of this evaluation be provided to NRC within 60 days of receipt of the bulletin. Southern California Edison Company (SCE) has performed a preliminary review of the specified concerns.
The results of this review indicate that the identified concerns are not applicable to San Onofre Units 1, 2 or 3. However, SCE is evaluating the need to participate in a Combustion Engineering Owner's Group (CEOG) effort currently being formulated to address minimum flow concerns for the High Pressure Safety Injection, Low Pressure Safety Injection and Containment Spray systems. It is anticipated that a schedule for completion of the CEOG effort will be available within 60 days. Therefore, SCE will provide NRC with a schedule for our final response to the subject bulletin in approximately 60 days.
