Docket No. 50-206 Special Report San Onofre Nuclear Generating Station, Unit I Pursuant to Sections 3.14.B.4.b and 3.14.B.2.b of Appendix A, Technical Specifications to Provisional Operating License DPR-13 for San Onofre Unit 1, this submittal provides the required Special Report for various fire detection instrumentation and fire suppression systems being inoperable for greater than 14 days. The cause of inoperability, and the plans and schedule to restore the detection instrumentation or suppression system to operable status are included in the Attachment to this report.
As each of these fire detection instrumentation/fire suppression systems was declared inoperable, compensatory fire watches and/or backup fire suppression equipment pursuant to Technical Specifications 3.14.B.4.a and 3.14.B.2.a, respectively, were established. These compensatory measures will remain in effect until the fire instrumentation/suppression system is returned to service.

02/16/88 04/15/88 Removed from service to prevent Detection spurious actuations during welding activities for south charging pump outage work, and to re-label zone detection wiring.
Zone 8 North Turbine Bldg.
02/17/88 03/29/88-Operable Detection removed from service to Detection/
prevent spurious actuations during Suppression welding activities and to facilitate new cable installation. Turbine plant cooling water pump outage work required the suppression system to be removed from service.
Zone 9 Containment Spray 02/17/88 03/18/88-Operable Removed from service to perform Detection/
scheduled maintenance work on the Suppression containment spray system during the current mid-cycle outage.
Zone 4 Hydrogen Seal Oil 02/28/88 04/06/88 Removed from service to prevent Detection/
spurious actuations during welding Suppression activities for a condensate valve and pump maintenance work.
- Reporting for this zone is delinquent due to oversight during routine reportability review of fire protection impairments by the Compliance group. As corrective action, the incident has been discussed with appropriate Compliance personnel involved in the review of fire protection impairments.
