This letter is intended to supplement my November 2, 1988, letter to you concerning your October 4, 1988, correspondence regarding protective actions for an event classified as a general emergency. At the present time, the NRC does not require automatic evacuation for all emergencies classified as a general emergency; however, it is important that the procedures require the consideration of evacuation for'severe core damage conditions. In response to your concern about offsite consultation, we have encouraged the consideration of offsite information when deciding what protective actions to recommend for protecting the health and safety of the public so long as the 15 minute time constraint can be met. With respect to your concern about conflicts between your expected recommendations and those the offsite decision makers would implement, emergency preparedness philosophy would dictate that planning discussions between the parties should take place to eliminate most of the potential conflicts.
