Re:
San Onofre Nuclear Generating Station, Unit No. 1 In reviewing your letters of March 25, April 1 and May 23, 1988, relating to steam generator tube inspections, we have determined that the additional information identified in the enclosure is needed to continue our review. In order to maintain our review schedule, your response is requested within 30 days of your receipt of this letter, or earlier if possible.
We are concerned about the discovery of deficiently installed sleeves which have led to the reported primary-to-secondary leakage. Until this problem is resolved, we will defer action on Amendment Application No. 144 which would permit a reduction in the current Technical Specification requirement for steam generator inspections.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Pub. L.96-511.

- 1. What is the primary to secondary leak rate history of San Onofre Unit 1?
Why was the problem of leakage caused by deficiently hard rolled sleeves not identified before Cycle 9?
- 2. When is the next steam generator eddy current inspection planned. What is the extent of the planned inspection?
- 3. What is the history of leaking sleeves and plugs? What surveillance and corrective actions are planned?
- 4. Describe the plans and schedule for the determination of the total number of deficient sleeves in the San Onofre Unit 1 steam generators.
- 5. How has the inspection technique been qualified to ensure that all deficient sleeves are identified? Why is a new inspection using the best available current technology not justified, instead of the mere re-exami nation of previous inspection data?
