INSERVICE INSPECTION INTERVAL (TAC NO. 69351)
Re: San Onofre Nuclear Generating Station, Unit No. 1 We have reviewed your letter of August 2, 1988 wherein you stated that the ten-year interval for Inservice Inspection (ISI) and for component repair and replacement has been extended due to long outages of the unit during the current ISI interval. As you explained, the end of the current interval has been extended from December 31, 1987 to November 30, 1991. We agree that this extension is allowed by ASME Code, and is acceptable.
We do not fully agree, however, with the interpretation of the 1974 ASME Code that you presented. It is correct that the last inspection in an inspection interval may be deferred by as much as one year to permit inspections to be conducted concurrent with a plant outage. This deferral, however, does not alter the beginning date for the next ten-year interval. In other words, although the inspection itself may be deferred for up to one year, this does not stop the inspection clock for the next ten-year interval.
