Dear Mr. Baskin:

SUBJECT:
CONTAINMENT LEAK RATE TESTING.(TAC NO.
68170)
Re:
San Onofre NucleaR Generating Station, Unit No. 1 This is in response to your letter.of May 4, 1988, regarding containment leak rate testing, in which you suggest that a change to the language of Technical Specification 4.3.1 might improve its.clarity.
We have discussed this matter with both the NRC resident inspectors and your staff and conclude that the specification, as written, is adequately clear.
We have reviewed your May 4 letter and agree with the explanation contained therein.
Although we agree that.the specification could be worded differently, we believe the added effort on both our parts to amend it is not warranted, especially in light of our aigreement and exchange.of letters on the subject..
As discussed with your staff, we request thatyou defer any proposed change.on this point until such time in the future as other changes.to this specification may be needed.
No response to this letter is requested unless you disagree with this ap roach.
Sincerely, ORIGINAL SIGNED BY CharlesvM. Trammell, Project Manager Project Directorate V Division of Reactor Projects
