OPERATING BASIS EARTHQUAKE (TAC NO. 67952)

Re:

San Onofre Nuclear Generating Station, Unit No. 1 We have received your letter of May 4, 1987, subject as above, and have a preliminary question that has surfaced as a result of reviewing background material on this matter.

Our letter of July 11, 1986 transmitted our safety evaluation of the Santzee-y1w1f Onofre 1 seismic reevaluation program..On page 2 of that document, we s-ta-twe that a number of structures at Unit 1 have been added.to the plant and that they were designed to the higher seismic levels consistent with the criteria applied to Units 2-and 3. Specifically the sphere enclosure building and the new diesel generators were designed to a 0.67g modified Nemark response spectrum.

In apparent conflict with this, your May 4 letter states that it is your intention to perform seismic analyses for only the 0.67g modified Housner response spectrum (which is less conservative than the modified Nemark response spectrum) for all future design modifications.

We request that you respond to this observation within 30 days of your receipt of this letter. Meanwhile, our review of other aspects of your letter of May 4 is continuing.
