San Onofre Nuclear Generating Station Annual Emergency Plan Exercise Scope and Objectives The purpose of this letter is to acknowledge receipt of your May 4, 1987 transmittal in which you furnished us with the scope and objectives for your 1987 annual emergency plan exercise. In addition, this letter is to confirm the agreements made between a member of my staff and members of your staff during a June 9, 1987 meeting held at the San Onofre site. The June 9 meeting involved Ms. Good, NRC Region V, Ms. S. Elkins, FEMA Region IX, and the following members of your staff:

Mr. Jackley, Mr. Dooley, Mr. Wallace, Mr. Peacor, Mr. Delancey and Mr. Anderson.

Specific areas covered during this meeting included recall of emergency response personnel, transfer of plant information between emergency response facilities, the length of the exercise, actions which will be simulated during the exercise and generic versus specific objectives. Agreement was reached concerning a change to the objectives to address the transfer of plant data between the TSC and EOF in connection with event classifications. Your staff also indicated some additional minor objective modifications may be made.

It was agreed that the changes to the objectives would be included in the final scenario package. Regarding the actions which will be simulated during the exercise, arrangements were made to discuss the matter by telephone at a later date, since specifics of the scenario could not be discussed during the meeting due to some participants being present. However, there did not appear to be any significant problems to resolve. Your staff also agreed to submit a list of actions to be simulated with the exercise scope and objectives for the 1988 exercise, so that there is enough time to discuss these limitations prior to the exercise. All of the other matters discussed were resolved in a satisfactory manner during the meeting.

JU J7 9S Based on the results of the meeting and the actions planned by your staff, we find your exercise scope and objectives to be appropriate. Additionally, it is our understanding that FEMA's concerns were also resolved during the aforementioned meeting.
