REPORTABILITY OF ESF ACTUATIONS AT SAN ONOFRE This letter confirms the understanding reached with Southern California Edison Company regarding the reporting of engineered safety features (ESF) actuations by the San Onofre Nuclear Generating Station, as discussed in a telephone conversation between Mr. W. C. Moody of your staff and Mr. D. F. Kirsch of this office on April 14, 1987.
Your station procedure which addresses the submission of event reports to the NRC was revised in early 1986 to indicate that certain types of unplanned or inadvertent ESF actuations need not be reported. We understand your position to be that one statement included as guidance in the Statement of Considerations (issued with the revised rules on July 26, 1983, 48 FR 33850) led to this,
conclusion as discussed in NRC Inspection Report No. 50-206/87-07. We disagree.
It is our position that all unplanned ESF actuations must be reported pursuant to 10 CFR 50.72 and 50.73.
Based upon the referenced telephone conversation of April 14, 1987, it is our understanding that Southern California Edison Company will (1) report all unplanned ESF actuations experienced hereafter and (2) submit appropriate licensee event reports (LERs) for any unplanned ESF actuations since the beginning of 1986 for which an LER has not already been submitted.
If our understanding of your intended actions is not correct or if you cannot provide the unreported events within 45 days, please advise me immediately.
