DEC 0 3 Docket No.:

50-206 Mr. Kenneth P. Baskin, Vice President Nuclear Engineering Safety and Licensing Department Southern California Edison Company 2244 Walnut Grove Avenue P.O. Box 800 Rosemead, California 91770

Dear Mr. Baskin:

SUBJECT:

TRANSMITTAL OF IN-PROGRESS AUDIT REPORT ON DETAILED CONTROL ROOM DESIGN REVIEW (DCRDR)

Re:

San Onofre Nuclear Generating Station, Unit 1 (SONGS-1)

Enclosed is the report prepared by our consultants regarding the July 15-18, 1986 audit of your DCRDR activities. The NRC staff has reviewed and is in agreement with the findings and conclusions contained in the report. These findings are being transmitted to you for use in completing your DCRDR.

i Overall, it appears that you have developed a Program Plan that should guide the DCRDR to a successful conclusion. The additional information that we request, as detailed in the audit report, should be provided in your DCRDR Summary Report, now scheduled to be submitted on May 1, 1987, as should any revisions or changes to the process and procedures described in the Program Plan. Additionally, the Summary Report should include descriptions of human engineering discrepancies (HEDs), justification for not or only partially correcting HEDs, and the schedule for implementing corrective actions. If all of these issues are resolved and so documented in the Summary Report, the DCRDR at SONGS-1 should be successful.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

7S Richard F. Dudley, Project Manager Project Directorate #1 Division of PWR Licensing-A
