Subject:
LOSS OF SALT WATER COOLING SYSTEM (SWCS) AT SAN ONOFRE UNIT 1 The Resident Inspector was informed that from approximately 2115 hrs to 2156 hs on March 10. 1980 (a period of approximately 41 minutes), the entire Salt Water Cooling System (SWCS) was out of service.
The failure of the system started at about 2115 hrs on March 10, 1980, with the facility operating at full power, when loss of flow to the South SWCS pump was lost as a result of a broken pump shaft. The North SWCS pump auto watically started but did not provide flow because the discharge valve failed to open.
At approximately 2120 hrs the Auxiliary SWCS pump was started but failed to provide flow because of a fdilure of the pump priming system. With this complete loss of the SWCS the licensee at2130 hrs cross tied a screen wash pump (non-safety related pump) to the S'WCS and provided approximately one-third the normal SWCS pump flow to the system until the Auxiliary SWCS pump was returned to operation at about 2156 hrs.
During the time the SWCS was out of service, the reactor was operated at full power.
The maximum temperature of the coolant water being supplied to safety related components, during the period the SWCS was out of service, was 82 degrees F'which is well within operational limits.
As of 1500 hrs on March 11, 1980, the North and Auxiliary SWCS pumps were operational and the South pumpwas being repaired.
