IE BULLETIN 79-06C NUCLEAR INCIDENT AT THREE MILE ISLAND -
SUPPLEMENT
References:
(1) July 26, 1979 letter from NRC to SCE, Docket 50-206 (2) August 29, 1979 letter from SCE to NRC, Docket 50-206 Reference (2) indicated our intention to proceed with a design change which assures automatic tripping of the Reactor Coolant Pumps (RCPs) upon initiation of a Safety Injection Actuation Signal (SIAS), as requested by Reference (1).
Pending completion of that design change and in response to the requirements of Reference (1), we have maintained a second licensed operator in the control room at all times to manually trip the RCPs following an SIAS. As has been discussed with members of your staff, the referenced design change has been completed with the exception of final electrical hookup.
The purpose of this letter is to request relief from the requirement for the second licensed operator in the control room. The basis for this request is:
(1) The functional requirement for the second licensed operator (i.e.
tripping the RCPs following an SIAS) is satisfied by the referenced design change and

Mr. R. H. Engelken, NRC September 26, 1979 (2) We desire to return our operating staff to an 8-hour shift from the 12-hour shift which has been necessitated by the requirement for a second licensed operator.
Your prompt review of this request is respectfully requested.
Pending your review of this request and with your concurrence, we will satisfy the requirement for a second operator within the control room with a non-licensed Plant Equipment Operator specifically trained in the manual tripping of the RCPs following an SIAS.
This matter was discussed with Mr. D. Ross of the Office of Nuclear Reactor Regulation today.
