Docket No. 50-206 Amendment No. 98 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 98 in Docket No. 50-206. Amendment No. 98 consists of Proposed Change Nos. 103 and 104 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendix A.
Proposed Change No. 103 is a request to revise Technical Specification 3.13 by the addition of one mechanical snubber which was inadvertently omitted from Table 3.13.1. Proposed Change No. 104 is a request to revise Technical Specification 4.16 to define an acceptance criterion for the imperfection depth at which plugging of sleeved steam generator tubes is required during inservice inspection.
Proposed Change No. 104 is being requested in conjunction with the steam generator repair program as indicated in our letter dated April 10, 1981. Accordingly, it is requested that you review and take appropriate action on Proposed Change No. 104 by May 22, 1981, when it is expected that San Onofre Unit 1 will achieve criticality.
As indicated in Amendment No. 98, Proposed Change No. 103 does not require that a fee be transmitted for NRC review and approval.
Proposed Change No. 104, submitted as part of Amendment No. 98, is related to the steam generator repair program at San Onofre Unit 1. In accordance with discussions with the Regulatory staff and pursuant to 10 CFR 170.22, the overall review of the steam generator repair program, including authorization to resume power operation, has been determined to be a Class IV NRC approval action requiring that a licensing fee of $12,300.00 be remitted. A check for $4,000.00 was enclosed with the submittal of Amendment No. 95 which was transmitted by I1b.

May 1981 letter dated December 10, 1980. Amendment 95 consists of Proposed Change No. 100 to the Technical Specifications also related to the steam generator repair program. Therefore, the balance of $8,300.00 is remitted herewith in Southern California Edison Company's Check No. A814598 dated May 1, 1981 to cover the remaining portion of the fee.
