Due to contested seismic hearings the staff final decision on the SONGS 1 seismic input ground motion has been delayed. Based upon our review of the information that you presented in the December 4, 1980 meeting, it does not appear likely that an acceptable free field spectrum will be lower than the 2/3g Housner Spectrum. You should continue your seismic reanalysis program using the 2/3g Housner ground response spectrum as directed by our August.4, 1980 letter until the final NRC staff decision is made. You may contider the recent NRC guidelines for performing Soil Structure Interaction Analysis which provide limits for reduction of input motion at the structure foundation and the guidance contained in NUREG C/R 0098, "Development of Criteria for Seismic Review ff,'Selected Nuclear Power Plants" in performing your reanalysis.
If the final staff decision on seismic input ground motion results in a spectrum greater than 2/3g Housner the margins that are shown to exist in the structures, systems and components at the 2/3g Housner Spectrum could be used as justification to preclude reanalysis at the higher spectrum.
We request your response within 20 days indicating your intent with respect to continued reanalysis.
