Docket No. 50-206 Emergency Plan San Onofre Nuclear Generating Station Unit 1 By letter dated January 29, 1981 the final version of the Emergency Plan for San Onofre Unit 1 was transmitted to you. This plan was put into effect on April 1, 1981 as required by 10 CFR 50.54(s)(2).

This letter is to inform you of certain deficiencies in the meteorological program at Unit 1 which affect the Emergency Plan.

Precipitation and dew point temperature sensors and the backup power supply for the control room meteorological recorders were scheduled to be installed and operational by April 1, 1981 with implementation of the Emergency Plan. However, due to delays in the delivery of equipment, these items were not operational on April 1, 1981. As soon as the equipment is delivered, the items will be installed and operational prior to startup of Unit 1 from the current outage.

The meteorological system, presently operational at Unit 1, satisfies the requirements of 10 CFR 50.47(b)(9) and 10 CFR 50, Appendix E, Section IV.E.2 which require equipment to monitor and assess the consequences of a radiological emergency. The sensors and backup power supply discussed above are additional requirements as described in proposed Revision 1 to Regulatory Guide 1.23. This guide is referenced by NUREG-0654 as the acceptance criteria for meteorological measurements.
