Dear Sir:
The last integrated Leak Rate Test of the Unit 1 containment occurred in September, 1978. Technical Specification 4.3.I.C requires that subsequent testing take place between March, 1980 and March, 1981.
The Cycle 8 Refueling Outage began in April, 1980, and containment testiig was originally scheduled for May, 1980. Because of the current Steam Generator Sleeving effort, the unit has not gone back into service following the Cycle 8 refueling. This repair effort is currently scheduled for completion in May, 1981.
Given the scope and extent of the work in progress on the Sleeving Project, it would be impractical to close containment for the purpose of conducting the Integrated Leak Rate Test prior to the end of March-. To do so would severely disrupt repair efforts.
Therefore, we plan to conduct the Integrated Leak Rate Test required by Technical Specification 4.3.I.C, prior to the unit being returned to operation.
