MULTI-PLANT ISSUE B-11 AND PARTIAL REVIEW OF SEP TOPICS III.5.b AND VI.7.d We have completed our review of topic B-11 "Susceptibility of Safety Related Systems to Flooding from Failure of Non-Category -I Systems for San Onofre Nuclear Power Plant Unit 1."
The enclotsd Safety Evaluation Report (SER) provides our conclusions that the existing design features combined with your proposed modifications to protect safety-related equipment from floodingf as a consequence of failure of non-Category I sources outside of containment is acceptable.
The Technical Evaluation Report (TER) notes the modifications proposed by you that include, (1) installation of redundant level alarm switches in the condenser pit-which alarms in the control room, (2) installation of flow restrictors over the circulating water line expansion joints, (3) changes in the operating procedures which require operators to enter vital areas twice per plant operating shift, and (4) upgrading the condensate storage tank foundations as necessary after the seismic evaluation. rThe modifications are expected to be implemented around June 1981.
These modifications and your implementation schedule were found to be acceptable.
This transmittal completes our review of topic B-11.
The results of this review will be factored into the assessments of SEP topics III.5.b "Pipe Break Outside Containment" and VI.7.d "Long Term Cooling-Passive Failures." Should you have any questions regarding this matter contact your project manager, Stanley J. Nowicki.
