March 15, 1981 Docket No. 50-206 LS05-81-03-031 Mr. R. Dietch, Vice President Nuclear Engineering and Operations Southern California Edison Company 2244 Walnut Grove Avenue Post Office Box 800 Rosemead, California 91770
Dear Mr. Dietch:
Due to a resource limitations caused by contested seismic hearings the staff final decision on the QNGS 1 seismic input ground motion has been delayed. Based upon our review of the information that you presented in the December 4, 1980 meeting, it does not appear likely that an acceptable free field spectrum will be lower than the 2/3g Housner Spectrum. However, you may consider the recent NRC guidelines for performing Soil Structure Interaction Analysis which provide limits for reduction of input motion at the structure foundation and the guidance contained in NUREG/CI R0098, "Development of Criteria for Seismic Review of Selected Nuclear Power Plants" in performing your reanalysis.
You should continue your seismic reanalysis program using the 2/3g Housner ground response spectrum as directed by our August 4, 1980 letter until the final NRC staff decision is made.
If our final decision on seismic input ground motion is greater than 2/3g Housner spectrum, we would evaluate the margins that are shown to exist in the structures, systems and components to determine if reanalysis using a higher spectra is necessary.
We request yourcre sponse within 20 days indicating your intent with respect to continued reanalysis.
Sincerely, Original signed bY Dennis M. Crutchfield Dennis M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing cc: See next page SEPB.DLS NFFICEO s PB: L R M O24L E F I
