dated May 1978 with "Supplement 1," dated July 1979 Reference 1 provides details of your plans for a 13 month program for the seismic analysis of balance of plant structures and the.development of, instructure response spectra. We recognize that these activities as well as milestones completed during phase 1 of your seismic re-evaluation program represent significant undertakings by the Southern California Edison Co.
As a result of our review of your proposed program, we have identified a few major deficiencies with the information you provided.
You are requested to provide, within 45 days after receipt of this letter, your plans and schedule for an expanded program to include an evaluation of the following:
- 1. The remainder of the reactor coolant pressure boundary (i.e. all attached piping/equipment),
- 2. Safety-related mechanical and electrical equipment, and
- 3.

-2 your plans to continue future phases of your program with the same 0.67g Housner ground response spectrum. Our initial evaluation has indicated that this is an appropriate level at which to continue your re-evaluation; however, we plan-to complete our review by November 1,. 1980, at which time we will assess the need for modification of this level.
The analytical part of your re-evaluationprogram should be scheduledfor completion no later than January 1, 1982 with the installation of any required modifications to be completed during the next refueling outage or not later than January 1, 1983. Any proposed'changes to the facility as described in the safety analysis report shall be made in accordance with 10 CFR 50.59 of the Commission Regulations.
In accordance with 10 CFR 50.54(f) of.the Commission Regulations you are requested to submit the information described above under oath or affirmation in orderto enable the Commission to determine whether or not your license should be modifie uspended, or revoked.
