This letter relates to the occurrence reported by you to the NRC on April 22, 1980, involving a loss of all AC power to the San Onofre 1 site, and to dis cussions-by telephone between J.-L. Crews of this office and J:-M. Curran and others of your staff on April 22-23, 1980.
Based upon the discussions between Messrs. Crews and Curran, it is our understanding that the following actions are to be taken by you with regard to electrical power systems during shutdown of the San Onofre Unit 1.
- 1. Effective.immediately you will implement requirements similar to the Standardized Technical Specification for Westinghouse PWRs (Specifica tion 3.8.1.2, dated.May-15,11978)- which requires as a minimum one source of offsite-electrical power and one diesel-geherator (capable of automatic start) to be operable.
- 2. With less than the minimum required AC electrical power sources discussed in 1., above, all operations involving core alterations or positive reactivity changes will be suspended.
Should our understanding as stated above not be correct, you should notify this office promptly in writing.
