Dear Mr. Dietch:

Enclosed is a copy of the final report of a study entitled "Three Dimensional Finite Difference Simulation of Fault Dynamics." This study funded by NRC to NASA and their subcontractor, Systems, Science and Software is in large part a parametric study of slip functions conducted utilizing the ILIAC IV parallel processor and the 14 TRES finite difference code which operates on it. Its purpose was to gain generic insight into earthquake source modelling and spe cific insight into the ground motion studies conducted for the San Onofre Nuclear Generating Station Unit 1 (k0NGS I).

Since this study will serve as imput to the NRC staff for the review of the SONGS 1 ground motion modeling.studies, we would like to give you the oppor tunity to conent on the contents of the report. You are requested to address the following items:

1. Applicability and impact of this report upon the general assump tions, methodalogy, and conclusions of the SONGS 1 ground motion modeling studies.
2. Applicability and impact of this report upon the specific assump tions regarding slip functions made for the SONGS I ground motion modeling study.
