Final Systematic Assessment of Licensee Performance (SALP) Report

and Management Meeting Report

This refers to the NRC's Initial SALP Board Report No. 50-206/361/362/91-16,

which was transmitted to you by our letter dated October 3, 1991.

During our

management meeting held with you and members of your staff at the San Onofre

site on October 16, 1991, we discussed the results of that assessment. A

copy of the agenda for that meeting is enclosed. Subjects discussed during

the meeting are summarized in the enclosed meeting report. In summary, the

meeting focused on the October 3, 1991, San Onofre Systematic Assessment of

Licensee Performance (SALP)

report and several recent emergent issues.

As discussed in our October 3, 1991 letter, in the initial SALP report

transmitted by that letter, and during our October 16 meeting, the SALP Board

found your overall performance to be good, in some cases superior, and

clearly directed toward safe facility operation.

During our meeting you

identified areas to which you plan to give continuing management attention in

order to realize long term, high quality performance in all of the functional

areas. We strongly support these ongoing improvement initiatives.

No response to this letter is required.

Further, we note you stated that a

written response would not be submitted, and that you made no comments in our

meeting which indicated a need for revision of the SALP report.

Therefore,

the SALP report as issued on October 3, 1991, is considered to be the Final

SALP report for San Onofre.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
