Gentlemen:

This refers to the management meeting held between Southern California Edison

Company and Region V management at the Region V office on-March 1, 1991.

Subjects discussed during the meeting are described in the enclosed Meeting

Report. A copy of the meeting agenda is also attached.

The purpose of this meeting was to discuss Unit 1 design basis documents,

single failure analysis, and restart issues; on-line maintenance and its

implications; mid-loop operations; erosion-corrosion evaluations; and the

results of the recent NRC setpoint methodology team inspection.

We are encouraged that you have taken steps to reassess the benefits of

specific, routine maintenance tasks, with a slant toward minimizing the

amount of time that safety-related equipment is removed from service with

the associated unit in operation. We encourage your continued efforts in

this area. Likewise, your initiatives to explore uses of Probablistic

Risk Assessment (PRA) information in the operation and maintenance of the

site is viewed positively. With regard to your efforts to upgrade your

access to design basis information, we desire to continue to follow your

efforts and therefore, plan to periodically discuss the issue at future

meetings.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosed

report will be placed i-n the NRC Public Document Room.

Should you have any questions concerning this report, we will be pleased to

discuss them with you.
