Docket No. 50-206 Application for Termination of License San Onofre Nuclear Generating Station, Unit 1 In accordance with the requirements of 10CFR50.82 Edison submits this application for termination of the San Onofre Nuclear Generating Station Unit 1 (SONGS 1) Operating (Possession Only) License. Also, as required by 50.82, the Proposed Decommissioning Plan was submitted to the NRC by letter dated November 3, 1994.

The supplement to the Environmental Report is included as an enclosure per 10CFR51.53(b).

SONGS 1 was permanently shutdown on November 30, 1992. As described in the Proposed Decommissioning Plan, the plant will be placed in SAFSTOR. The final decommissioning and dismantlement is currently planned to occur following the shutdown of SONGS 2 and 3. These units are currently licensed to operate until 2013. The actual termination of the SONGS 1 Operating (Possession Only)

License per 10CFR50.82(f) will occur once the decommissioning has been completed, and the site is determined by the NRC to be suitable for release for unrestricted use.

Since Edison has elected SAFSTOR as the decommissioning option, the Proposed Decommissioning Plan only discusses the placement of SONGS 1 into the SAFSTOR configuration. In accordance with 10CFR50.82(d), updated plans describing the dismantlement activities will be submitted for NRC approval prior to the start of those activities.

The information necessary for an assessment by the NRC of the decommissioning funds and the collection period was included in the Proposed Decommissioning Plan. This assessment is made necessary by the premature shutdown of SONGS 1 prior to the expiration of the operating license.
