Extension of the Temporary Waiver of Compliance from San Onofre Unit 1 Technical Specification 4.7 and San Onofre Unit 3 Technical Specification 4.4.9, Inservice Inspection of Reactor Coolant Pump Flywheels This letter documents the extension of a temporary waiver of compliance to the Southern California Edison (SCE) Company for San Onofre Nuclear Generating Station Unit 1, Operating License DPR-13; and Unit 3, Operating License NPF-15.
As documented in our October 28, 1991 letter, the waiver of compliance was granted verbally at 3:50 p.m. (PDT) on October 25, 1991, to expire at 3:50 p.m. (PST) on October 30, 1991. This letter extends the temporary waiver to 4:00 p.m. (PST) on December 1, 1991.
The waiver.involves Technical Specification (TS) surveillance requirements to perform inservice inspections of the reactor coolant pump (RCP) flywheels at intervals of approximately three years. This requirement is contained in Unit 1 TS 4.7, "Inservice Inspection Requirements," and in Unit 3 TS 4.4.9, "Reactor Coolant System -
Structural Integrity."
These inspections were last performed on Unit 1 RCPs B and C in December 1985, on Unit 1 RCP A in 1988, and on all Unit 3 RCPs in February 1987.
Your letter dated October 26, 1991 requested that the waiver be in effect until December 1, 1991. This extension of the waiver is provided based on the NRC's review of industry experience regarding RCP flywheel reliability.
Region V, with NRR concurrence, has concluded that continued operation of Units 1 and 3 until December 1, 1991 before performing the RCP flywheel inspections required by Unit 1 TS 4.7 and Unit 3 TS 4.4.9 would not negatively impact public health and safety.

-2 This extension of your requested temporary waiver of compliance is condi tioned upon the continued implementation of the compensatory measures described in your letter dated October 26, 1991, with the following additional conditions to which you committed on October 30:
You will perform vibration monitoring of each affected RCP once per shift instead of daily.
In the event observed vibration-on any RCP increases to more than 3 mils above the established baseline,.you will notify the NRC resident inspectors within four hours.
