SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY, pursuant to 10 CFR 50.59, hereby submit Amendment Application No. 197.

This amendment application consists of Proposed Change No. 239 to Provisional Operating License No. DPR-13. Proposed Change No. 239 modifies the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendix A to clarify core reactivity monitoring requirements. The proposed change will revise Technical Specifications Section 3.5.1, "Reactor Trip System Instrumentation," Section 3.5.2, "Control Rod Insertion Limits,"

Section 3.5.3, "Control and Shutdown Rod Misalignment," Section 3.8, "Fuel Loading and Refueling," and Section 4.8, "Reactivity Anomalies." A new Technical Specification Section 2.2, "Shutdown Margin" will also be created.

The proposed change is necessary to clarify core reactivity monitoring requirements in the Technical Specifications, and is consistent with the current plant operating procedures and practices. The need for the clarification was identified in the NRC Inspection Report No. 50-206/88-28.

Based on the significant hazards analysis provided in the Description and Significant Hazards Consideration Analysis of Proposed Change No. 239, it is concluded that (1) the proposed change does not involve a significant hazards 911001006-4-4 91 DR ADocK 05000206

2 consideration as defined in 10 CFR 50.92, and (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed change.
