50-206 SOUTHERN CALIFORNIA EDISON COMPANY AND SAN DIEGO GAS AND ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.
64 to Provisional Operating License No. DPR-13, to Southern California Edison Company and San Diego Gas-and Electric Company (the licensees), which revised the Technical Specifications for operation of the San Onofre Nuclear Generating Station, Unit No. 1 (the facility),
located in San Diego County, California. This amendment is effective as of its date of issuance. However, the technical specification provisions approved by the amendment are to be implemented within 30 days after the date of issuance.
The amendment revises the Appendix A Technical Specifications and Bases to reflect (1) revised normally required time intervals for entering various subcritical operational modes when a limiting condition for operation and/or the associated action statement cannot be satisfied and (2) revised reactivity criteria requiring a prompt report to the Commission. Both. of these changes were made to provide consistency with the Standard Technical Specifications.
The application for amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and*
the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations 8210180079 821006 PDR ADOCK 05000206 P
7590-01 in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR §51.5(d)(4) an environmental impact statement ortnegative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
