Dear Mr. Dietch:

RDiggs The Commission has issued the enclosed Amendment No. /- to Provisional Operating

'License No. DPR-13 for the San Onofre Nuclear Generating.Station, Unit 1. The' amendmentconsists of changes to the Appendix A Technical Specifications in response to your application (Proposed Change No. 88) dated February 8, 1980.

The amendment replaces the reference to-cycle-specific ejected rod worths and prOdicted fuel centerline temperatures in Technical Specification 3.5.2 (basis) with performance criteria used 'in thq hypothetical ejected rod accident calculations.

From considerations of the.'effects of normal operation, anticipated transients and postulated accidents, we find that the safety margin for Cycle 8 operation is adequate. Furthermore, the criteria proposed as part of the basis for the control rod insertion limits are acceptable.

Copies of our SafetyEvaluation and Notice of Issuance are also enclosed.
