CHANGES TO THE SAN ONOFRE NUCLEAR GENERATING STATION EMERGENCY PLAN IMPLEMENTING PROCEDURE S0123-VIII-1, REVISION 4 AND REVISION 5 We have received your submission of Revision 4 and Revision 5 to the San Onofre Nuclear Generating Station Emergency Plan Implementing Procedure SO123-VIII-1, "Recognition and Classification of Emergencies," dated May 12, 1995. These revisions were submitted pursuant to 10 CFR Part 50, Appendix E, Section V. Revision 4 incorporated changes to emergency action levels which had been submitted to the NRC for advance approval as part of the submission of Revision 6.1 to the Site Emergency Plan dated January 12, 1995.
Those emergency action level changes were reviewed by the NRC and with changes to some items agreed to by the NRC reviewer and your emergency planning staff were found acceptable in a letter response from Region IV dated March 10, 1995.
This review determined the agreed to changes were incorporated into Revision 4. Revision 5 incorporated a minor typographical change. Our review determined that the changes are acceptable and do not appear to degrade the effectiveness of your emergency planning at the San Onofre Nuclear Generating Station.
