BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 M.O.MEDFORD TELEPHONE MANAGER, NUCLEAR LICENSING June 19, 1986 (818) 302-1749 Director, Office of Nuclear Reactor Regulation Attention: G. 20555 Gentlemen:

Subject:

Docket No. 50-206 SEP Topics 111-6, Seismic Design Considerations, and II-4.F, Settlement of Structures and Buried Equipment San Onofre Nuclear Generating Station Unit 1 The purpose of this letter is to provide additional information and to correct editorial errors in several previous submittals related to SEP Topics 111-6 and II-4.F.

By letter dated May 28, 1986 a report was submitted to the NRC documenting the generation of response spectra in the mezzanine of the north extension of the turbine building. As a result of NRC comments on this submittal, this report has been revised to address the reevaluation of the structural steel members in the mezzanine and the generation of envelope response spectra with PVRC damping for the piping analyses.

Consequently, provided as Enclosure 1 is the report Instructure Response Spectra for the Turbine Building Mezzanine, Revision 1, dated June 1, 1986.

SCE's Seismic Program for Long Term Service was originally submitted by letter dated March 12, 1985 and was updated to reflect subsequent changes by letter dated May 28, 1986. Section 2.0 of this document noted that the cast iron piping between the saltwater cooling pumps and the component cooling water heat exchangers would be replaced. This piping has been replaced during the current outage. The qualification of the new piping is identified as pipe problem SW-001 in the SONGS 1 LTS Seismic Scope Chart submitted by letter June 5, 1986.

The updated Seismic Program for Long Term Service forwarded by letter dated May 28, 1986 inadvertently included an incorrect date on the title page and for Reference 25. A corrected copy is provided as Enclosure 2.

June 19, 1986 By letter dated May 6, 1986 SCE submitted Revision 1 to a report entitled "Review and Development of Small Bore Piping and Tubing Criteria" dated March 1986. Page A-28 of Appendix A to this document identifies constraints which must be observed in order to apply the stress-strain correlation to small bore piping.

Item (7) incorrectly shows the cumulative usage factor limit as 1/3. A revised page showing the correct limit of 1/4 as well as a revised title page indicating Revision 2 dated May 1986 is provided as Enclosure 3.

Finally, SCE "05000362/LER-1985-036, :on 851223,determined That Shutdown Cooling Sys HX Isolation Valves 3HV-8150 & [[SSC" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Not Fully Closed Per Tech Specs.Caused by Premature Actuation of Valve Motor Operator Position Indication Limit Switches|letter dated June 5, 1986]] forwarded the results of our evaluations of the soil backfill conditions at the site.

Page 3-19 of this report identified three piping lines attached to the refueling water storage tank which required modification. The first line number should be CRS-8004-2"-HP and not CRS-729-8"-JN. The rest of the information is correct.

If you have any questions on this information, please let us know.

Very truly yours, Enclosures cc:
