Letter, M. 0. Medford, SCE, to G. E. Lear, NRC, dated March 7, 1986 Enclosed with this letter is the sixth revision of our description of the progress on selected regulatory projects now ongoing for San Onofre Unit 1. The previous description of this status was submitted via the reference. In this revision we have added a specific entry for Inadequate Core Cooling.

This entry is included and will be updated, along with the other projects, as requested by the NRC staff. It should be noted that the current refueling outage has been extended to allow for completion of additional seismic upgrades of the Turbine Building and completion of maintenance orders associated with the Material Condition Review Program.

Entry into Mode 4, Hot Shutdown, has been rescheduled to June 5, 1986, with power operation scheduled to follow on June 14, 1986. We will continue to provide monthly updates of the enclosure for your information.

Enclosure PROGRESS ON SELECTED REGULATORY PROJECTS SAN ONOFRE UNIT 1 REVISION 6 Introduction The following is Revision 6 of the progress on selected regulatory projects at San Onofre Unit 1.

Long-Term Service Seismic Upgrading Most of the NRC concerns regarding criteria and methodology for the program have been resolved. SCE has revised its methodology for evaluation of structural steel members.

These modifications will extend the time necessary for completion of the seismic modifications. This has been discussed with the NRC staff and their consultants. A site inspection and audit meeting will be conducted during the week of April 14, 1986. Modifications required to upgrade systems and equipment will be completed during the current outage.

Fire Protection SCE Is completing the Fire Protection modifications scheduled for completion prior to return to service. The modifications will assure compliance with Section III.G, III.3 and III.0 of Appendix R to 10CFR50. Additional information regarding III.G compliance is scheduled to be submitted mid-April 1986.

Preparations for an NRC audit scheduled for the week of May 19, 1986 are also underway.

Environmental Qualification During the current outage, SCE is completing the replacement/upgrade of equipment for the Environmental Qualification Program. This work continues on schedule.

Third Train of Auxiliary Feedwater There have been no changes in the status of implementation of the third train of auxiliary feedwater. A third auxiliary feedwater pump is being installed during the current outage. The components being installed during the outage will be considered non-safety related and are being installed primarily as part of the dedicated shutdown system for fire protection. The third pump will be upgraded and integrated as a third train of the auxiliary feedwater system during the refueling/backfit outage for Cycle 10 operation.

-2 TDI Diesel Generators Inspection of the TDI Diesel Generators continues.

Diesel generator number 2 continues out of service for the owners group/NRC recommended inspections.

SCE is currently preparing comments on the Draft NRC SER on TDI Diesel Generators. A submittal will be made the second week of April.

Also expected, in mid-April, is the submittal of the results of inspections to date.

Control Room Habitability By letter dated March 28, 1986, Amendment Application No. 133 and descriptions of proposed modifications to the Control Room HVAC were submitted. The Amendment Application provides proposed technical specifications to be used in operating the modified HVAC.

Supplement 1 to NUREG-0737 The schedule for completion of the Control Room Design Review (CRDR),

Regulatory Guide 1.97 and Safety Parameter Display System (SPDS) Evaluation remains as delineated in the August 29, 1985 revision of the ILS. The next scheduled NUREG-0737, Supplement 1 submittal will be the SPDS criteria on January 9, 1987.

Inadequate Core Cooling SCE is in the process of preparing a submittal to support deviations from guidance to install a reactor vessel level monitoring system. The submittal is scheduled for early May 1986.
