STATUS OF THE LONG-TERM OPERABILITY REVIEW OF TRANSAMERICA DELAVAL, INC. (TDI) DIESEL ENGINES Re:
San Onofre Nuclear Generating Station, Unit 1 (SONGS-1)

Letter dated November 19, 1984, D. Crutchfield (NRC) to K. Baskin (SCE)
The referenced letter transmitted the NRC staff's Safety Evaluation regarding the TDI diesel engines used as emergency power sources at SONGS-1.
The staff concluded that these engines would continue to provide reliable standby power in accordance with the requirements of GDC-17 until the next refueling outage. The November 19, 1984 letter also stated that the staff would address long-term operability of these engines after completing the review of the overall TDI Owners Group Program Plan, which is now expected to be completed by January 1986. The purpose of my letter is to explain what information is needed by the staff to evaluate the long-term operability of the SONGS-1 engines.
The Phase I Owners Group Program to resolve known generic problems will likely be approved by the staff's endorsement of both the Owners Group recommendations and some additional recommendations made by the staff's technical assistance contractor, Pacific Northwest Laboratory (PNL).
PNL's final recommendations are enclosed for your information.
The Phase 2 Owners Group Program for the San Onofre engines has resulted in a set of recommendations contained in the January 1985 Design Review and Quality Revalidation Report (DR/QR) prepared by the Owners Group for San Onofre 1. By letter dated September 3, 1985, SCE proposed a number of alternatives to Owners Group DR/QR recommendations. It is anticipated that the staff will request SCE not deviate from the Owners Group DR/QR recommendations until such deviations have been reviewed and approved by the Owners Group. 2 -JAN 0 71986 for this review was discussed in the November 22, 1985 meeting between NRC representatives and Owners Group members.
In order for the staff to evaluate the long-term operability of the SONGS 1 engines, we request that you submit to the NRC a complete report describing the results of the engine inspections currently being performed. In addition, after the staff completes its January 1986 evaluation of the Owners Group program, which will likely include endorsement of the attached PNL recom mendations, we will request that you submit a document which describes the status and/or implementation schedule of each Owners Group (Phase 1 and Phase
- 2) and PNL recommendation endorsed by the staff. The schedules for these submittals will be established by discussions with your NRC Project Manager.
