SAN ONOFRE NUCLEAR GENERATING STATION UNIT 1 - OPEN ITEMS FROM DECEMBER 1985 AUDIT REVIEW OF SEISMIC REEVALUATION PROGRAM On December 10 through 13, 1985, the NRC conducted an audit of seismic analyses performed for Southern California Edison Company (SCE), for San Onofre Unit 1, by SCE consultants. As a result of this review, the enclosed list of open items was developed. You should be prepared to respond to these questions during the audit review to be conducted during the week of January 6, 1986.

OPEN ITEMS RESULTING FROM 12/10-13/85 AUDIT Structures (Impell)
- 1. RWST:
a) Justification for the use of 2-D model for the SASSI analysis b) Information to explain why the response (acceleration) at top of the tank is lower than that of the slashing water mass.
- 2. Secondary Steel Members - Inelastic Behavior/Secant Stiffness:
a) Applicability of allowable ductility factor of "3" to the primary steel structural members, e.g. structural support beams and columns.
NOTE: The allowable ductility factor for primary structural members is in the range of 1.3 - 2 (NUREG/CR-0098).
b) Calculation of Secant Stiffness for the case of multiple pipes supported by a single beam.
Piping (Impell)
- 1. Strain Criteria for Piping:
a) Adequacy of allowing the pipe stress at several adjacent areas beyond SEP limits, e.g. FW-05.
b) Application of strain criteria to small bore piping.
(i) Applicability of strain criteria to small bore pipes for which strains were computed by hand calculation.
(ii)
Increase sample size of audit.
(iii)
Justification for calculation No. "SPAN-1" as compared to Project Instruction
- 2. Penetrations:
a) Combination of seismic loads induced from small bore pipe nozzles located inside and outside of containment b) Adequacy of stress calculation done in the calculation No. LTS-PEN-3.
c) Increase sample size of penetration audit.
- 3. Decoupling Criteria.
Cases of piping stress calculations in which the decoupling criteria have not been met (ref., 9/19/85 SER).

Adequacy of anchor bolts attached to the masonry walls to support electrical raceway, especially for the case of cracked masonry walls induced by a seismic event, and concern of replacing these anchor bolts by through-bolts.
Electrical Equipment Anchorages (Bechtel)
- 1. Documentation demonstrating electrical equipment anchor embedments have been evaluated for seismic loading.
- 2. No evaluation for the load associated with top mounted cables; e.g. Calculation No. S-A-01, item #4 (MCC-1&1A).
- 3. Adequacy of Calculated frequencies for equipment:
a) Consideration of cabinet door in structural rigidity.
b) Consideration of the flexibility of either the equipment itself or anchorage and supports, but not the combination of the two.
- 4. Consideration of base flats flexibility in the evaluation of anchorage.
- 5. No evaluation for the pressurizer instrument rack.
- 6. Documentation of the base plate weld for the pressurizer instrument cabinet.
