Enclosure PROGRESS ON SELECTED REGULATORY PROJECTS SAN ONOFRE UNIT 1 REVISION 2 Introduction The following is Revision 2 of the progress of selected regulatory projects at San Onofre Unit 1.
Long-Term Seismic Upgrading The Long-Term Seismic Upgrade Program continues on schedule. Most of the NRC concerns regarding criteria and methodology for the program have been resolved. The NRC has retained a second consultant to review the use of a stress-strain criterion prior to granting final approval. A meeting will be held November 26, 1986 to review the stress-strain criteria with the new consultant. Several audits have been conducted on the results of the seismic analysis. Additional audits will be held the week of December 9, 1985.
Modifications to complete the seismic upgrade of SONGS 1 to 0.67g are scheduled for the outage begun on November 21, 1985.
Fire Protection A meeting was held on November 15, 1985 with the NRC staff to review the submittal dated October 4, 1985 which was provided to the NRC regarding Appendix R,Section III.G compliance plans for San Onofre Unit 1. This submittal provided the response required by NRC Generic Letter 81-12. The submittal included SCE's plans for modifications to be installed during the current outage and also identifies areas where additional details are required. A site visit with the NRC reviewers is anticipated in mid-December.
Environmental Qualification Planning for the current outage continues on schedule. No areas of concern have been identified since our last update. San Onofre Unit 1 will remain shut down (prior to end-of-core life) for the purpose of replacing components as part of this program.
Third Train of Auxiliary Feedwater There have been no changes in the status of implementation of the third train of auxiliary feedwater. Plans for the addition of a third auxiliary feedwater pump to be installed during the upcoming outage are progressing. The components to be installed during the upcoming outage will be non-safety related and are being installed primarily as part of the dedicated shutdown system for fire protection. The third pump will be upgraded and integrated as a third train of the auxiliary feedwater system during the refueling/backfit outage for Cycle 10 operation.
-2 TDI Diesel Generators Plans for extensive diesel inspections during the upcoming outage are continuing. On November 22, 1985, the TDI diesel generator owners group met to discuss the owners group role in developing a uniform maintenance, inspection and testing program for all TDI diesel generators.
SCE participated in this meeting. A proposed change to the Technical Specifications is being prepared to reduce the required frequency of slow starts required to demonstrate operability after one or more sources of AC power have been lost.
Control Room Habitability Our determination of the extent of any modification to the Control Room HVAC System was expected to be submitted on November 15, 1985.
However, the recommendations are continuing to receive management review and are now expected to be submitted by December 16, 1985.
Supplement 1 to NUREG-0737 The schedule for completion of the CRDR, Regulatory Guide 1.97 and Safety Parameter Display System Evaluation remains as delineated in the August 29, 1985 revision of the ILS.
Selection of the contractor for the Control Room Design Review (CRDR) is complete and the program plan for this effort will be submitted by December 16, 1985.
The results of our study on the degree of compliance with Regulatory Guide 1.97 will also be submitted by December 16, 1985.
