CONTAINMENT VENT VALVE OPERATION Re:
San Onofre Nuclear Generating Station, Unit No. 1 In two letters dated March 27, 1984, you provided information relating to use of-the containment vent system at San Onofre Unit 1. Your letters provided your rationale for allowing unlimited venting during operation.
The staff's position is that you should either limit vent system operation to a small fraction of the total time the plant is at power commensurate with safety-related requirements or provide further justification that continuous venting is required for the safety of the plant to be maintained.
The enclosed safety evaluation provides some guidance on the factors that should be included in such justification. In addition, the staff concludes that Technical Specification changes should be proposed to reflect the limitation on the opening angle of the vent valves.
Since some of the requested information which could support unlimited venting can only be obtained during normal operations, you should provide your schedule for responding to this letter within 30 days of return to service of Unit 1.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
