NRC INSPECTION

This letter refers to the inspection conducted by Ms. G. M. Good, Team Leader,

and other NRC team members of this office on August 10-14, 1987, of activities

authorized by NRC License Nos. DPR-13, NPF-10 and NPF-15, and to the

discussion of our findings held by Ms. Good with Messrs. D. J. Fogarty,

K. P. Baskin and other members of your staff at the conclusion of the

inspection.

Areas examined during this inspection are described in the enclosed

inspection report related to your 1987 emergency preparedness exercise.

Within these areas, the inspection consisted of selective examinations of

procedures and representative records, interviews with personnel, and

observations by the inspector.

No deficiencies or violations of NRC requirements were identified within the

scope of tbis inspection.

The enclosed inspection report identifies a number of instances where

problems related to the scenario and its implementation had an adverse impact

on the exercise. We believe you are aware of the direct relationship between

the scenario and its implementation and the overall success of an exercise.

Based on our observations, it appears that additional SCE attention to the

development of scenario data and the controlling of the scenario

implementation is needed to assure future exercises can better meet their

intended objectives.

Should you have any questions 'concerning this inspection, we will be glad to

discuss them with you.
