SRO Examinations and Training.

This letter concerns the performance on the NRC examinations of candiidates for senior operator licenses for the San Onofre Nuclear Generating Station, Unit No. 2.

Based on our review of the examination results, we have determined that two senior operator candidates out of eighteen candidates passed the written examina tion. Of the sixteen failures, three also failed the operator portion of the written examination and six also failed the oral examination. Denial letters have been issued.

In addition, our raew of the operator written examination fails to reveal the expected distinct difference in grades between senior operator candidates and operator candidates.

Based on the above exa mination results, we cannot accept Southern California EdisonCCompany certification of candidates' competencp until we have reviewed aio.

Otraining program that indicates a significant upgrading of the senior operator candidates training, including the means to be employed to certify the competencyoof the candidates,.

Mr. J. Haynes, Manager, Nuclear Operations and several members of the San Onofre Nuclear Generating Station staff met iith the NRC staff on November 9 and 10, 1981. They reviewed the results and are aware of our concerns. We informed Mr. Haynes that because if the nature of the deficiencies we needed to reconsider our recent waiver of the simulator examination requirements, pending review of your new training program.
