SUBJECT:
VERIFICATION OF PRESSURIZER INTEGRITY, SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 During a meeting with members of your staff at San Onofre on June 12, 1990, I discussed the results of recent pressurizer inspections that were conducted at the Haddam Neck plant by the licensee, Connecticut Yankee Atomic Power Company (CYAPCO). CYAPCO discovered that the internal cladding surface of the pressurizer contained a multitude of hairline cracks in the vicinity of the lower head.
Three of the cracks penetrated the pressurizer base metal, one of which required detailed evaluation to satisfy ASME Code requirements for resolution.
Based on discussions with Westinghouse, it is our understanding that the San Onofre Unit 1 pressurizer is of the same design as the Haddam Neck pressurizer.
Because a loss of pressurizer integrity could pose a significant safety hazard during plant operation, we believe that actions should be taken to assure that cracks do not exist in the San Onfore Unit 1 pressurizer. Therefore, you are requested to provide a description of the actions that you have taken to address our concern, including your assessment of the current state of pressurizer integrity. Please provide your response prior to return to service from the current Cycle 11 refueling outage.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Pub L.96-511.
