REVISION 3.1 TO THE SONGS EMERGENCY PLAN This letter acknowledges receipt of your letter of February 15, 1990, which transmitted Revision 3.1 to the SONGS Emergency Plan.

We have completed our review of your Emergency Plan. Based upon our review and discussions with members of your staff, it is our conclusion that the revised Emergency Plan continues to meet the standards in 10 CFR 50.47(b) and 10 CFR 50 Appendix E.

This letter transmits Revision 3.1 of the San Onofre Nuclear Generating Station Emergency Plan. This revision includes changes based on our experience during drills and our Annual Exercise, including those discussed in my letter to NRC Region V dated November 21, 1989.

Enclosed is a summary of the major changes included in this revision to the plan. The revision does not decrease the effectiveness of the plan.
