Docket No. 50-206 Amendment Application No. 161 Regarding Reactor Protection System Instrumentation San Onofre Nuclear Generating Station, Unit 1 The purpose of this letter is to inform you that SCE will require more time to respond to your October 31, 1989 letter requesting additional information regarding Amendment Application No. 161.
The requested information involves the review of instrumentation setpoint drift data for components recently installed during the Cycle 10 refueling outage and the clarification of several discrepancies in the Description of Changes. The requested additional information will be provided by May 31, 1990.
Amendment Application No. 161 addresses outstanding issues pertaining to Systematic Evaluation Program Topic VI-1O.A, "Testing of Reactor Trip System and Engineered Safety Features, Including Response Time Testing." In addition, it includes Westinghouse recommendations to increase surveillance intervals for Reactor Protection System components as documented in WCAP-10271, "Evaluation of Surveillance Frequencies and Out of Service Times for the Reactor Protection Instrumentation System."
By letter dated February 12, 1990 we indicated that our review of the instrument setpoint drift data would be finalized and our response to your request for additional information would be provided by April 20, 1990. The final version of our setpoint calculations is still in the review and approval cycle. Also, the management review process has revealed several unresolved issues regarding the use of Westinghouse WCAP-10271 generic recommendations for San Onofre Unit 1 applications. The additional time requested is necessary to resolve these issues and finalize the setpoint calculations.
