Southern California Edison Company 23 PARKER STREET IRVINE, CALIFORNIA 92718 R.M.ROSENBLUM TELEPHONE MANAGER OF (714) 587-5420 NUCLEAR REGULATORY AFFAIRS February 12, 1990 U. S. Nuclear Regulatory Commission Attention:

Document Control Desk Washington, D.C.

20555 Gentlemen:

Subject:

Docket No. 50-206 Intake Structure Repair (TAC No. 74168)

San Onofre Nuclear Generating Station Unit 1

Reference:

Letter, C. M. Trammell, to Harold B. Ray, "Intake Structure Repair, San Onofre Nuclear Generating Station, Unit No. 1,"

dated November 6, 1989 This letter provides the information requested by the NRC in the referenced letter regarding repair of the intake structure at the San Onofre Nuclear Generating Station, Unit 1. Specifically, the enclosure to this letter gives responses to six NRC questions on the current status and adequacy of the intake structure repair. To assist NRC review of this additional information, the enclosure repeats the NRC question followed by the Southern California Edison response for each of the six areas of inquiry.

The information in the enclosure supplements that provided by Southern California Edison in previous correspondence on this issue. This additional information reinforces our conclusion that the surveillance/repair program now in place is sufficient to maintain the intake structure's ability to withstand the Design Basis Earthquake throughout the remaining plant life. This conclusion is based upon i) successful operation of the installed repairs, ii) relatively low rebar corrosion rates observed to date, iii) frequent inspections (every refueling outage), iv) the thoroughness of the surveillance program and v) the conservatism of the repair design (zero load carrying capability assumed for corroded rebar).

Please contact me if you have any remaining questions and/or wish to schedule the review meeting requested in the referenced letter.

Very truly yours, Enclosure cc: J. B. Martin, Regional Administrator, NRC Region V C. Caldwell, NRC Senior Resident Inspector, San Onofre Units 1, 2 and 3 I
