San Onofre Nuclear Generating Station Unit 1 This letter is in regard to Generic Letter No 88-17, which deals with the consequences of losing decay heat removal capability in a pressurized water reactor during nonpower operation. The purpose of this letter is to notify the NRC of the rescheduling of certain "programmed enhancements" recommended by the generic letter.
In our February 1, 1989 response to the generic letter, SCE committed to implement several programmed enhancements at San Onofre Unit 1. Some of these enhancements require hardware changes, while others do not. SCE committed to implement the enhancements which depend on hardware installation and/or modification by the end of the Cycle 11 refueling outage, and the remaining enhancements by April 30, 1990.
(These remaining enhancements consist of plant procedure changes and new analyses.)
At the time the above commitment was made, the Cycle 11 refueling outage was expected to last from January through April 1991.
The outage was later rescheduled to run from June 1990 through November 1990 in order that reactor thermal shield repair work could be implemented. As a consequence, a number of Cycle 11 related FTOL items which were previously going to be implemented during 1991 must be implemented during 1990. This has led to a significant increase in the existing workload so that SCE will be unable to meet the April 30, 1990 date which was previously specified for some of the enhancements. These enhancements will now be completed during the Cycle 11 outage along with the hardware modifications.
