RESPONSE TO GENERIC LETTER 89-13, SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT (TAC NOS. 74056, 74057 AND 74058)

Generic Letter 89-13 requests licensees to take certain actions to ensure that their service water systems are in compliance and will be maintained in com pliance with 10 CFR 50, Appendix A, General Design Criteria 44, 45 and 46, and with 10 CFR Part 50, Appendix B, Section XI.

The generic letter requires licensees to advise the NRC within 180 days of their receipt of the generic letter whether they have established programs to implement the recommended actions and provide schedules for implementation. Additionally, the generic letter requests each licensee to confirm to the NRC that all the recommended actions have been implemented within 30 days of the final implementation date.

We have reviewed your letter dated January 26, 1990, submitted in response to the initial reporting requirements of the generic letter. We conclude that your plans for establishing and implementing programs to address the generic letter recommendations are acceptable. In addition, we commend you for taking the initiative to expand the scope of your review to include additional safety-related heat exchangers that are not within the scope of the generic letter.
